( By Kevin Rector, The Baltimore Sun / January 1, 2013 ) Jim Scales, a longtime manager in the Baltimore mayor's office, throws a hand in the air just after Mayor Stephanie Rawlings-Blake officiated his marriage to Bill Tasker at City Hall early New Year's Day. Their wedding was one of seven to take place at City Hall on the first day same-sex marriage was legal in the state. |
