Farmers bitter over septic development curbs

Lisbon farmer Lambert Cissel holds sign opposing "septic bill 236" which passed last year as the Sustainable Growth and Agricultural Preservation Act. It limits the number of homes that can be built on septic systems to help preserve the Chesapeake Bay, but farmers contend it devalues their land and threatens their financial viability.
