Sheila Dixon & Stephanie Rawlings-Blake through the years

When Sheila Dixon was Baltimore's mayor, Stephanie Rawlings-Blake served as city council president. A vocal supporter of Dixon's, Rawlings-Blake took over as mayor after Dixon was convicted of misdemeanor embezzlement and resigned. Dixon announced on July 1, 2015 that she would enter the 2016 mayoral race, setting up a showdown with Rawlings-Blake.
