A 67-year-old former Baltimore County political science teacher says he will file Tuesday as a candidate for Maryland governor and run on a platform of "getting money out of politics" while bringing ethics to government. Ralph Jaffe, a Pikesville resident, describes himself as a conservative Democrat who feels "the less government we have, the better off we are." If elected, he said that he would serve only one term. A Baltimore native, he is a 1959 graduate of Forest Park High School who earned a bachelor's degree at the University of Maryland, College Park. He taught in the Baltimore County public schools from 1964 to 1972 and later taught at Baltimore-area private schools.
