Del. Talmadge Branch
Del. Talmadge Branch, a Baltimore Democrat and majority whip, helped round up votes yesterday to abolish the computer services sales tax. The House action caps a turnaround by Gov. Martin O'Malley, who a few weeks ago said repealing the tax was unrealistic.
