Federal employees remained on furlough Tuesday, and Laurel resident Clayton Cooper Jr. headed to the Capitol to express his reaction with homemade signs that quote the last promise in the congressional oath of office: “that I will well and faithfully discharge the duties of the office on which I am about to enter.”
