Former Howard Co. correctional officer pleads guilty to sex offense with inmate

A former male correctional officer at the Howard County Detention Center pleaded guilty last week in Howard County Circuit Court to having sexual contact with a female inmate.

Gregory Charles Kirk, 41, of Bridgeport Court in Owings Mills, pleaded guilty to one misdemeanor charge of sexual contact between a correctional employee and an inmate, according to State's Attorney spokesman Wayne Kirwan.

Kirk is scheduled to be sentenced on Sept. 25. 

According to Kirwan, the incident occurred between Aug. 1 and Aug. 30, 2013. According to the statement of facts in the case, multiple individuals reported Kirk engaged in sexual activity with female inmates during that month.

According to the facts, one inmate told prosecutors that Kirk would regularly deliver mail to her, and on one occasion he went through her mail and kept a picture of her daughter.

The facts state that the inmate said Kirk said he knew where her daughter and aunt reside. The facts state Kirk was conducting floor checks of female inmates in August, and that he told the inmate to enter a specific cell during his rounds.

The facts state that Kirk, while conducting his next round, entered the cell with the inmate and told her to take her pants off. The facts state the inmate said Kirk performed a sexual act on the inmate, and then ordered her to another cell with another female inmate. 

The inmate said that Kirk began to kiss both female inmates in the other cell, according to the facts. 

Kirk was originally indicted on four additional accounts: second-degree sex offense, third-degree sex offense, sexual contact and second-degree assault. 

Kirwan said the additional four counts against Kirk will be dropped by the prosecution at sentencing.
