Police arrest Columbia sex offender, still searching for second man

Howard County Police have located and arrested one of the two previously unaccounted for registered sex offenders in the county, police said.

Bryan Lamont Hawkins, 37, of the 7300 block of Broken Staff Court, in Columbia, was located at a friend's home in Columbia on Thursday morning and arrested without incident, police spokeswoman Mary T. Phelan said.

Hawkins was charged with failure to register and providing false information, police said.

Police are still searching for the second man, Robert Jamie Saiz, 32, of the 8300 block of Montgomery Run Road in Ellicott City, according to Phelan.

According to police, Hawkins and Saiz were the only two out of 104 registered sex offenders in the county not accounted for during detectives’ regularly scheduled pre-Halloween check.

Police said the goal of the sweep is to identify anyone in violation of the registry’s reporting requirements, and to remind registered offenders on probation that they are forbidden from participating in Halloween.
