Councilman David Marks wrote a Jan. 28  letter to Baltimore County Library Director Jim Fish urging him to make Loch Raven Library a full-service library by adding staff and extending its hours. "Residents in the Loch Raven area should have the same access to a library as all other citizens of Baltimore County," Marks wrote.
