Columbia man indicted on charges of secretly taping women

A Columbia man was indicted by a grand jury in Howard County on Wednesday on charges that he secretly videotaped two women in their Ellicott City condominium.

Michael Stephen McKenny, 42, of the 10000 block of Hickory Ridge Road, was arrested in October after county police released footage from a camera found by one of the women in her closet in September, which showed a man installing the camera in different places in the condo — including bedrooms and a bathroom.

Police said McKenny knew the women and used a copied key to enter the condo multiple times between June and September to change the location of the camera. The women had no idea they were being filmed until the camera was found, and were caught on film nude or partially dressed.

Footage on the camera, which was activated by a motion sensor, also revealed other women being filmed in a home, according to police and charging documents.

After police released the footage of the man adjusting the camera, they received multiple tips that led them to McKenny, they said. He was arrested within hours of the tape's release at his home, where police seized "undisclosed evidence," police said.

On Wednesday, McKenny was indicted on two counts of filming someone in a private residence, two counts of acting with prurient intent in a private place and four counts of third-degree burglary.

Arrested on the evening of Oct. 19, McKenny was initially held on a bond of $100,000. But at a bail review hearing Oct. 22, District Court Judge Mary C. Reese ordered he be held without bond after Howard County Assistant State's Attorney Tiffany Vaira noted his prior criminal record, called the charges against him "disturbing" and called him "a serious risk to public safety," said Wayne Kirwan, a spokesman for the state's attorney's office.

McKenny pleaded guilty to attempted second-degree rape in Prince George's County Circuit Court in 1991, according to court records.
