Man in Columbia stabbing identified, warrant issued

Howard County Police have identified a man who was fatally stabbed in a Columbia parking lot Tuesday afternoon, and a man has been charged with his murder.

Phillip Edward Wise, 46, was pronounced dead at Howard County General Hospital, according to a statement Wednesday by the Howard County Police Department.

Officers responded to a report of a man bleeding in an apartment complex parking lot in the 5500 block of Harper's Farm Road at 4:30 p.m. Tuesday. The 911 caller told police that he heard his car alarm go off and found the victim when he went out to check it.

Investigators believe the victim fell against the car, setting off the alarm, before hitting the ground.

Anthony Patrick Parker, 53, is charged with first-degree murder. Witnesses told investigators that Parker and Wise were fighting among a group of people in the parking lot, police said.

Witnesses said that Parker, who turned himself in to police Wednesday evening, then drove off in a van with several other people, according to investigators. The vehicle, with blood on the front fender, was found parked on Columbia Road, police said.

The homicide was the second reported in Columbia within less than 24 hours. A Baltimore bail bondswoman, Nichole Bernadette McNair, 42, was shot in the 8700 block of Hayshed Lane in the village of Long Reach about 10 p.m. Monday, according to police. She was pronounced dead at Howard County General Hospital.

There were four homicides in Howard County in 2010. McNair's and Wise's deaths are the third and fourth killings investigated by police in the county this year, according to police spokeswoman Sherry Llewellyn.
