An "Apology for the Operation of a Racially Segregated Public School System" was read as a proclamation by members of the Howard County school board. After the proclamation, board members, including Cindy Vaillancourt, right, Ellen Flynn Giles, second from right, and Brian Meshkin, third from right, applaud after a member of the audience, Sherman Howell of the African American Coalition, was recognized for his role over the years in achieving racial equity.
