Howard County taxpayers will face higher water and sewer charges but no increases in local tax rates after the County Council approved a $1.4 billion operating budget Wednesday. The budget also calls for nine county employees to be laid off and furloughs for others. The council approved County Executive Ken Ulman's third and most frugal budget request by a 4-1 vote during a special session. Ulman cut general fund spending by 4 percent, and hiring for 50 vacant county jobs was frozen. A $392 million capital budget will help pay for a major renovation of Mount Hebron High School, a larger library in Ellicott City and construction starts on several large new parks. Ulman did not raise the property tax rate, but most homeowners' bills will go up slightly because of rising state assessments.
