Bel Air High inclusion helper charged with having sexual relationship with student

Another Harford County Public Schools employee has been charged with having an inappropriate sexual relationship with a student.

Anthony Leon Farris Jr., 24, of the 1000 block of Pirates Court in Edgewood, an inclusion helper at Bel Air High School, according to charging documents, was arrested Friday. He is charged with sex abuse of a minor, fourth-degree sex offense and perverted practice after allegedly having a sexual relationship for about four months with a student at the school. The student was 16 when the alleged abuse took place; she has since turned 17, according to court documents.

Farris is a permanent, full-time employee assigned to Bel Air High as an inclusion helper. He and a female student allegedly engaged in sexual activities in his Bel Air High School Office, according to the charging documents. The alleged abuse occurred between Sept. 1 and Dec. 31, 2012.

Police said Farris admitted to the alleged relationship with the student, according to court documents.

After he was arrested, he was taken to the Harford County Detention Center, where he was released on $50,000 bail.

Farris was hired by Harford County Public Schools in August 2010 as an inclusion helper at Bel Air High School, according to Teri Kranefeld, spokesperson for the school system. Farris had been on administrative leave since Jan. 25 pending the outcome of the investigation. As of Friday, Feb. 22, Farris was no longer an employee of Harford County Public Schools, Kranefeld wrote in an e-mail Monday.

He has a preliminary hearing scheduled for March 21 at 11 a.m. in Harford County District Court.

Farris also has numerous traffic charges pending in district court. On Nov. 13, he was charged with speeding, driving with a suspended registration, driving while his license was suspended and revoked, possessing and displaying a suspended license and failure to display a registration card and license to a police officer. On Jan. 22, he was charged with similar charges, including driving without the required license and authorization.

North Harford High case

Earlier this month, a North Harford High School employee, also an inclusion helper, was also charged with having sex with a student at the school

Amanda Kay Miller, 35, of the 4500 block of Flintville Road in Whiteford, was charged with sexual abuse of a minor, third-degree sex offense and two counts of fourth-degree sex offense, according to a media release from the Harford County Sheriff's Office.

Miller is scheduled to appear in District Court on the charges March 25 at 8:30 a.m.

Maryland State Police detectives with the Bel Air Barrack arrested Miller Feb. 11 at the school and took her to the Harford County Detention Center, where she was later released on $50,000 bond, according to the Sheriff's Office.

A 15-year-old male told police he and Miller allegedly had sexual relations, according to the Sheriff's Office and charging documents. The boy knew Miller was an inclusion teacher, someone who supports the classroom teacher by providing support to students during instruction, prepares instructional materials for students under the direction of the teacher and charts data on student progress, according to the release. Miller works in the student's classroom during the day, according to charging documents.

The student said he and Miller had been communicating with each other outside of school since December 2012 and that Miller allegedly had engaged in sexual intercourse with him, according to the release. He also stated that she had taken him home from school on occasion and allegedly had purchased cigarettes for him.

According to charging documents, the 10th-grader told investigators his communication with Miller included personal contact, text messages, phone calls and the exchange of naked photos of each other.

Miller and the boy allegedly had sexual relations in her car, parked in his driveway and in the parking lot at Walmart in Fallston, court records say.

Miller has allegedly admitted to the relationship and said "she knows that her actions were inappropriate," according to the charging documents. Her last communication with the boy was Feb. 10, the day before she was arrested, she told detectives.

Miller remains on administrative leave from the school system, Kranefeld, the school system spokesperson, said Monday. According to Kranefeld, Miller has been employed as a program inclusion helper at North Harford High since January 2012.
