Police used a stun gun Saturday on a man and arrested two women they said had been warned to stay away from an Inner Harbor business they were accused of repeatedly disrupting.

Their arrest and detainment was photographed by city resident Jennifer Bartley, 53, who accused police of excessive force, saying they tackled, choked and slammed the suspects.

"I'm not comfortable letting those kids get beat up like that," Bartley said. "It just can't be tolerated."

Police did not comment on her allegations but a police report showed that the man and women had been asked to leave a store near the Inner Harbor repeatedly and that all refused to comply with officers orders.

Calvin Wilkes, 25, Niesha Chapman, 22, and Maya Hankins, 19, face charges of disorderly conduct while Wilkes was also charged with second degree assault of an officer. Chapman also faces a trespass charge while Hankins also faces a charge of failing to obey a lawful order from a police officer. No attorneys were listed in court records representing any of the three.

According to police reports, the three had been asked to leave the HarborPlace Light Street Pavilion in the 300 block of Light St., where police said they were yelling at a security guard. After being escorted out, police said a customer told them that Chapman and Wilkes were back inside fighting.

Michael Sutton, manager of the Fudgery, said they were cursing at staff and scaring customers while attempting to fight a store employee who was dating Chapman's ex-boyfriend. After leaving the building again, Chapman was placed under arrest. Police said she began to resist while Wilkes and Hankins attempted to pull her from police custody. A police report said Wilkes attempted to bite an officer. Police used a stun gun multiple times in order to handcuff Wilkes, the report said. Paramedics were called to treat him but when he also resisted them, police strapped him to a gurney. The police report said he was listed in stable condition upon arrival at the hospital.
