Carroll student a finalist in PSA contest

Carroll County Career and Technology Center student Ethan Spencer is one of three finalists in a contest challenging students to create a public service announcement against driving while distracted.

Spencer's 30-second PSA advocating against texting while driving is a finalist in WBAL's 3D Project PSA Contest. He's joined in the competition by Nate Brubaker of Franklin High School in Reisterstown and Sarah Stockdale of Dulaney High School in Timonium.

The winning video will be reproduced with the help of the production staff at WBAL.
