Flashing traffic light at Rt. 32, Kate Wagner Rd. to become full-color signal

Carroll County motorists traveling on Route 32 (Washington Road) in Carroll County should be aware that the flashing traffic signal at Kate Wagner Road south of Westminster will become a full-color operation before afternoon rush hour on Thursday, March 21.

The Maryland State Highway Administration urges motorists traveling through this intersection to use extra caution and allow extra time for the adjustment to the new traffic signal operation. 

The signal is near Carroll Community College, Westminster High School, Robert Morton Elementary School, Gateway School and the YMCA.

The flashing signal was installed in 2009 in connection with the opening of the Carroll County Youth Service Bureau building on Kate Wagner Road.

It currently flashes yellow for traffic on Route 32 and red for traffic on Kate Wagner Road.

An evaluation of  traffic operations at the intersection indicated the need for full-color operation, including left-turn phasing, according to the SHA.

The signal will return to flashing mode between 11 p.m. and 5 a.m., according to the SHA.

The signal modification will be made by the developer of the Carroll County Youth Service Bureau with inspection by SHA.
