Westminster woman charged with having concealed deadly weapon among other crimes

A Westminster woman was charged with possession of drugs, paraphernalia and a concealed deadly weapon on Wednesday after she was allegedly found with the materials in her car during a traffic stop.

Michelle Elizabeth Rowan, 33, of Marydell Drive, was charged with two counts of possession of a controlled dangerous substance, three counts of paraphernalia possession and one count of possession of a concealed deadly weapon. She was released on her own recognizance the same day, according to electronic court records.

According to the statement of probable cause, a Westminster police officer was observing the area outside the Bishop Garth Apartments around 9 a.m. on Independence Day when he stopped a vehicle for a compulsory insurance violation.

Rowan was in the vehicle with a man, who was searched and placed in handcuffs after the officer found he had an open warrant for assault, according to the report.

The officer then conducted a search of the vehicle and found a piece of a Chore Boy scouring pad with burnt drug residue, which he suspected was heroin, according to the statement.

Also in the vehicle were two unconventional glass smoking devices, with what the officer suspected was cocaine, inside a Burger King bag, and a pen with a razor blade taped to it, commonly known as a “shank,” in Rowan’s pocketbook, according to the statement.

Another officer arrived on the scene and searched Rowan’s person, recovering money, a metal pipe from her bra — with what officers suspected was cocaine — and a plastic Ziploc bag with red smiley faces containing trace amounts of a white powdery substance, which the officers suspected was heroin, according to the report.

Rowan and the man were transported to the Carroll County Detention Center without incident, and the materials were seized and submitted for analysis. Rowan did not return a call for comment.

A court date is scheduled for Sept. 5, according to electronic court records.
