The closed-door meeting at which Morgan State University's Board of Regents decided not to renew President David J. Wilson's contract violated the state's open meetings act, a former Baltimore County government teacher alleged in a complaint filed this week.
Ralph Jaffe of Pikesville filed a complaint with Maryland's Open Meeting Compliance Board saying that the board should have conducted its vote in a public session. The decision to not renew the contract of Wilson, who has been at the university for two and a half years, sparked outrage from students and professors who felt he had staked out a strong vision for the Northeast Baltimore campus.
Board chair Dallas F. Evans declined to comment Thursday. A deputy attorney general assigned to the board attended the meeting, a spokesman has said, and did not believe that the board violated the open meetings law.
Faculty members and students have alleged that the board violated its own by-laws, which stipulate that the board must provide public notice before calling a meeting and that a binding decision must be made in a public session.
The open meetings compliance board will typically respond to complaints within 30 days of receiving a response from the subject of the complaint. The board does not have the power to punish violations of the law.
