A dump truck driver who struck and killed a teacher who was biking in Severna Park in July will not be charged, the Anne Arundel County State's Attorney's Office announced Wednesday.
Thomas Patrick Heslin Jr. of Severna Park, a 57-year-old teacher at the Severn School, was biking and ran a stop sign on Berrywood Drive at Baltimore-Annapolis Boulevard shortly after 3 p.m. on July 17, according to police. Heslin failed to yield the right of way to a dump truck on Baltimore-Annapolis Boulevard, police said.
The truck driver attempted to avoid hitting Heslin, but could not, police said.
The police investigation said Heslin had failed to stop, and the State's Attorney's Office closed the case with no charges against truck driver Ronald Dwight Bolin of Annapolis, said spokeswoman Heather Stone.
Heslin was married with two adult sons and taught Latin at the Severn School for 27 years, according to obituary information. He also coached swimming and golf and was inducted to the school's Athletic Hall of Fame this year.
