Baltimore County’s Development Review Committee ruled Tuesday that a proposed Family Dollar store on Sherwood Road in Idlewylde must be subject to the county’s full development process including a public input meeting.
Colleen Kelly, chief of development management for Baltimore County, said a combination of necessary variances as well as burst of community opposition led her to send the project to full review.
The 8,240-square-foot proposed store is allowed due to the community business zoning designation that overlays most of the .89 wooded acres at the corner of Sherwood Road and Beechwood Road and thus could have been exempt from the development process.
The DRC, which consists of representatives from several Baltimore County agencies, examined the plan during the meeting held at the county administration building and went over several variances. The Family Dollar project will need a parking variance and property setback variances, the committee said Tuesday.
Members of the community pointed out during the hearing that the store development blueprint notates that the private land easement of an adjacent resident is "to be abandoned."
But community leaders in attendance had a letter from the resident saying that she did not plan to abandon her easement, which runs through the middle of the proposed building.
Kelly outlined the process ahead to the developers, Boos Development Group, which includes submission of the development plan, a subsequent hearing for variances and a mandatory community input meeting.
Those residents of the nearby Idlewylde community in attendance were heartened that their voice would be heard in the process.
Idlewylde came out against the project almost immediately after learning of it, and Councilman David Marks, who represents Towson, asked the county to delay the DRC hearing scheduled for Nov. 19 until residents could learn more about the project.
Representatives for Boos Development Group declined comment after the meeting.
