Police spokeswoman Cpl. Cathy Batton said the final report was completed Friday morning, and listed Waldman as the "primary driver at fault," though she said the drivers of both vehicles involved were determined to be speeding.
No citations have been issued for the accident, Batton said.
The accident occurred at the intersection of East Joppa Road and Goucher Boulevard, and Batton said police believe Waldman failed to stop at a red signal and failed to yield right of way.
Both Waldman's vehicle and the Ford Mustang driven by Shervale Kenney, 37, of Rosedale, were speeding at the time of the accident, Batton said. Batton said police believe Waldman was traveling an estimated 51 mph in a 35 mph zone, while Kenney was traveling 44 mph.
Kenney was treated for minor injuries at Sinai Hospital and was released shortly thereafter. Waldman was treated at Shock Trauma and was released 11 days later.
