Jill Cecil of Dundalk joined Monday night's protest in Towson regarding the Baltimore County Council's decesion to eliminate the county¿Äôs stormwater fee program. Council Council votes on the rain tax tonight. Prior, there will be a protest by people who say if the rain tax is disbanded, the council will have to find money from somewhere else to pay for runoff remediation.
