Baltimore Co. adding sidewalks to Bowleys Quarters Road in Middle River

Residents complained that the road is a safety hazard for pedestrians

Baltimore County officials announced plans Friday to install sidewalks along a road segment in Middle River where residents have complained about pedestrian dangers.

The county has set aside $70,000 to construct an 800-foot stretch of sidewalk with handicap ramps on Bowleys Quarters Road from the intersection of Holly Grove Road to Carroll Island Road, near a local shopping center.

County Council Chairwoman Cathy Bevins, who represents that community, said she's been working with County Executive Kevin Kamenetz's office for the last few years to secure the sidewalks.

"It's really a safety measure," Bevins said. "We have residents in wheelchairs from the apartment complexes trying to get to the Carroll Island Shopping Center and they have to use the road to get there."

Mike Vivirito, president of the Bowleys Quarters Improvement Association, said residents have been advocating for years to bring sidewalks to the road, which sees heavy traffic and is not well lit. But the project faced delays as county officials negotiated with land owners to use their property.

"We were so worried about people having accidents," Vivirito said.

Robert Palmer, who lives nearby, collected more than 100 signatures from residents in 2010 in favor of the sidewalks.

"I've been seeing problems there for more than 31 years," he said.

Bevins said work will begin on the sidewalks as soon as weather allows, and the project should be completed within a week.
