The Southwest Area Education Advisory Council will host a pre-budget hearing Wednesday, Oct. 16 on the 2015 operating budget and the 2016 capital budget for the Baltimore County Public School System.

Deadline for speakers to sign up is 6:30 p.m. the day of the meeting.

The hearing is 7-8 p.m. in the cafeteria at Southwest Academy, 6200 Johnnycake Road.

The general fund and the special revenue fund make up the operating budget. The budget is used for the day-to-day operation of the school system. Items covered are salaries and benefits, instructional textbooks and supplies, computer hardware and software, equipment, special education, health services, student transportation and maintenance and operations. It is not used for school renovations, new school construction, most air conditioning, schoolwide window/door replacements or roof replacements.

Special revenue funds are restricted funds in the form of grants that must be used for specific programs such as special education, teacher development, programs for disadvantaged children and various other designated services and programs.

The general fund made up 80 percent of the school system's $1.6 billion budget for Fiscal Year 2014 and special funds was 4 percent of the FY 2014 budget.
