Teen charged, allegedly confesses in Essex woman's death

Baltimore County police have arrested a 19-year-old man who they said confessed to plotting for months to kill an Essex woman found dead in her apartment Wednesday.

Darian Rashaad Walker, 19, of the 1400 block of Winter Park Circle in Essex was charged with first-degree murder in the death of 30-year-old Tiffany Ragle.

Police said the motive for the killing and Walker's relationship to the victim remain unclear, but the two had spoken on the phone about two hours before her death.

According to charging documents, in his confession to police, Walker "knew details of the murder consistent with a person who was involved in the murder and these details support his confession."

Detectives interviewed a cabdriver who said Walker had taken a taxi to the apartment building just before Ragle's death, according to charging documents.

Ragle was shot several times and was found on the floor of her ground-level apartment in the 900 block of Garden Drive at 5:28 a.m. Wednesday. Police found no signs of forced entry.

Walker is being held at the Baltimore County Detention Center without bail.
