Elderly man charged in hit and run crash that left two bicyclists injured

A 74-year-old man has been charged in a hit and run crash in Stevenson that left two bicyclists severely injured, Baltimore County police said.

Police said Rufet Israfilbekov was driving a Toyota Corolla east in the 2000 block of Old Valley Road Friday morning, when he struck two bicyclists. Police said Israfilbekov veered into the westbound lanes, hitting the two men head on, before fleeing the scene.

Both bicyclists Richard Frychel, 35, of Rodgers Forge, and Anthony Van Lierop, 40, of Stoneleigh, suffered serious but non-life-threatening injuries, police said.

Israfilbekov, of the unit block of Allspice Court in Owings Mills, was charged with hit and run. He was released on his own recognizance.

Israfilbekov has been found guilty multiple times for speeding, including in June, online court records show. Israfilbekov did not have an attorney listed and could not be reached for comment.
