After removing the "Road Closed" sign from the 2300 block of E. Monument St., Bernie Miller, of the Baltimore City Signs and Marking Department, gives a thumbs up to driver. Baltimore City Public Works Director Alfred Foxx was joined Dec. 19 by Councilman Warren Branch and members of the community for a ceremony celebrating the reopening of the busy commercial street, which was closed for almost five months after the collapse of a 10-foot diameter storm drain tunnel, causing a major sinkhole.
