Man, 20, fatally shot in East Baltimore

A 20-year-old man was fatally shot multiple times in the chest in East Baltimore on Monday night, according to Baltimore Police.

Kennard James Bess, of the 1100 block of N. Lakewood Ave. in the city's Biddle Street neighborhood, was found on the sidewalk a few blocks away, in the 2600 block of E. Chase Street, and pronounced dead at 9:47 p.m., police said.

Baltimore police spokeswoman Det. Angela Carter-Watson said Bess was shot in the chest. Medics pronounced him dead on the scene.

Residents, who declined to provide their names out of fear, said they heard four shots and saw the victim fall. "It's becoming the norm," said one man. "Bang, bang. Somebody got shot."

Tuesday morning, half-dollar-sized blood stains remained on the sidewalk and a piece of crime tape was knotted to some rowhouse stairs next to an open can of beer partially concealed by a black plastic bag.

Homicide detectives are investigating. Anyone with information is asked to call police at 410-396-2100.

Also on Tuesday morning, police identified the 24-year-old man fatally shot in the 3600 block of Bowers Ave. in the city's Grove Park neighborhood on Monday morning as Dion Roberts, of the 5600 block of Haddon Ave., also in Grove Park.

Monday night's murder was Baltimore's 179th homicide in 2013, five more than this time last year.
