Named Public Enemy No. 1 on Sept. 9.
Police say he shot into a crowd early Sept. 8 after a dispute, wounding a male Morgan State University student and another woman as a Northeast Baltimore house party was dying down.
He was arrested less than an hour after police asked the public for help in locating him.
