A decades-long partnership between the historically black University of Maryland Eastern Shore and the traditionally white Salisbury University was praised in a federal court opinion that found some Maryland policies still promote “separate but equal” colleges and universities, contributing to poor enrollment and diversity at historically black institutions including Bowie, Coppin and Morgan state universities. -Tricia Bishop and Nayana Davis
