FREDERICK - The mayor of Frederick is rejecting an NAACP request for removal of three scarecrow-like dummies hanging from a city park tree as part of a Halloween display.

Guy Djoken, president of the local National Association for the Advancement of Colored People chapter, said the figures evoke images of lynchings and some people find them offensive.

But Mayor Jeff Holtzinger said Friday he thinks a majority of viewers would disagree. The Republican mayor accuses Djoken of manufacturing a controversy to generate publicity for himself.

The dummies are part of a "Halloween in Baker Park" event that continues through Friday night.
