Annapolis man arrested for marijuana possession, according to police

An 18-year old Annapolis resident who last week was arrested and charged with marijuana possession on a school bus at Annapolis High School was arrested on Tuesday night at an apartment and charged with marijuana possession, according to Annapolis police.

According to a Wednesday morning police report, Luis Ruiz of Annapolis was arrested after officers received a report around 9:05 p.m. on Tuesday that he was selling drugs on the 1100 block on Madison Street. Officers subsequently approached Ruiz when he left the area and ran into an apartment on the 1000 block of President Street, police said.

Officers later caught up to Ruiz, and they said he matched the description given by the caller, and after approaching him on the third floor of the dwelling they searched Ruiz and the surrounding area, the report said. They also checked the next flight up, from which they said Ruiz had come. Officers noticed a doormat sticking up and upon checking beneath it located two baggies with a substance later identified as three grams of marijuana.

Ruiz was charged with possession of marijuana under 10 grams. He was later released after signing the criminal citation, police said.

On March 13, Ruiz was arrested on a school bus in the parking lot at Annapolis High School after the school bus driver noticed a strong odor on the bus after the students had boarded, according to an Anne Arundel County Police report. The bus driver approached Ruiz, who police said was holding a prescription bottle that contained a substance later identified as marijuana.

The bus driver contacted school officials and Ruiz was subsequently placed under arrest on several charges, including possession of a controlled dangerous substance under 10 grams, possession with an intent to distribute and possession of a dangerous weapon on school property.
