Sheriff Craig Webre announced a late night traffic stop in the southern part of the parish led to an
extremely unusual find and the arrest of a Golden Meadow man on a laundry list of charges. Shortly before midnight, deputies observed a white Buick travelling southbound on Highway 1 travelling approximately 28 MPH in a 45 MPH zone. The vehicle also swerved from the fog line to the center line several times.

Deputies initiated a traffic stop and while speaking to the driver Steven Carter (W/M, DOB 7/30/1959, Golden Meadow) they also smelled the odor of burnt marijuana. After
Carter indicated that he had two marijuana cigarettes in his car he was detained. During a pat down for officer safety, deputies located a plastic package containing suspected methamphetamine in a pocket of his jeans. A suspected marijuana cigarette was also located in a cigarette package that had been in Carter’s shirt pocket. While Carter was detained LPSO Narcotics Agents and K-9 deputies arrived on scene. K-9 “Possum” alerted that there were drugs in the trunk and interior of the vehicle.

A green duffle bag containing a 15 pound “brick” of suspected marijuana and a plastic bag containing another 5 pounds of suspected marijuana were found in the trunk. 20 pounds of marijuana has a street value of approximately $45,000. A partially smoked suspected marijuana cigarette was found in the ashtray and an additional 12 grams of suspected methamphetamine were found in the center console.

The street value of the methamphetamine recovered is approximately $1,950. Carter also had $842 in cash with him.
Investigators developed information that there might be more narcotics at Carter’s home, so a search warrant was requested and approved by a local judge. At Carter’s home, K-9 “Possum” alerted again to illegal narcotics and agents recovered packaging equipment, assorted paraphernalia and a variety of weapons. Carter is a convicted felon. The following was seized as evidence from Carter’s home:
Vacuum sealed bag containing 3.5 pounds of suspected marijuana (street value $7,927.50)

  •  Two metal tins and two plastic bottles containing undetermined amount of suspected marijuana
  •  Grinders, scale, smoking pipe and rolling papers, heat sealing device and plastic bags
  • Plastic bottle with 28 Hydrocodone, 1 Xanax, 1 Klonopin
  •  $1,100 in cash
  •  Colt 45 revolver
  • 22 Derringer handgun
  •  25 caliber pistol
  • 22 magnum revolver
  • Mossberg 12 gauge pump shotgun
  • Rossi 12 gauge double barrel shotgun
  • Winchester 62 22 caliber rifle
  • Unnamed 12 gauge double barrel shotgun
  • Charles Daly 12 gauge pump shotgun
  • Remington 7400 270 caliber rifle
  • Savage Arms 7mm rifle
  •  Terni 7.35 mm rifle
  • Springfield 12 gauge shotgunCarter is being booked at the Lafourche Parish Detention
Center with failing to drive the minimum speed (R.S. 32:64B), improper lane usage (R.S. 32:79), possession with the intent to distributemarijuana (R.S. 40:966), possession with the intent to distribute methamphetamine (R.S. 40:967),possession of a schedule III drug (Hydrocodone) (R.S. 40:968), possession of a schedule IV drug (Klonopin) (R.S. 40:969), possession of a schedule IV drug (Xanax), illegal possession of a firearm by a convicted felon (R.S. 14:95), possession of a firearm with a controlled dangerous substance (R.S. 14:95)
and possession of drug paraphernalia (R.S. 40:1023). The investigation into this case is ongoing.
