Senator Durbin had said he wanted Congress to investigate NFL bounties.
After talking with Goodell he backed off calls for a Congressional investigation.
Senator Durbin said he's satisfied with the NFL's investigation.
Goodell said the league has been very clear that teams besides the New Orleans Saints had pay for play programs.
He said those programs did no involve rewarding players who injure an opponent.
Goodell said preventing that type of program is the major focus but all bounty programs will be abolished.
The league has implemented new measures to prevent bounties.
There will be a bounty section in the player handbook and an anonymous hotline to report bounties.
