James Brown, a registered sex offender since 2006, was formally charged Friday with making arrangements with a Kansas City, Kansas woman to have sex with her 12 and 13 year-old daughters.
Brown is charged with 10 counts of rape and 10 counts of aggravated human trafficking. He is being held in the Sedgwick County Jail on a $750,000 bond.
Wichita Police arrested Brown Tuesday while investigating a child sex case that started in Kansas City. Investigators said "several times" over the past two years Brown made arrangements with the girls' mother to have sex with the children at a Wichita hotel.
The girls confided in a neighbor June 26th and the children were immediately placed in protective custody, while the investigation began.
Police still have not found the mother for questioning.
FactFinder 12 Investigators have learned this is not the first time Brown has been charged with child sex crimes.
In March 2002, he was charged with two counts of raping a 12 year-old child and one count of fondling a 15 year-old, court records show.
InSeptember of that year, Brown pleaded no contest to a single count of Lewd and Lascivious Behavior and was sentenced to 30 months.
Brown is scheduled to appear July 28, 2011 for a preliminary trial.
