HOMER, Alaska—On February 1, 2011 new federal regulations went into effect for halibut charter guides in Southcentral and Southeast Alaska. The Charter Halibut Limited Access program requires halibut sport fishing guides to carry a Charter Halibut Permit, also known as a CHP, on board their vessel.
The National Marine Fisheries Service implemented the program based on recommendations from the North Pacific Fisheries Management Council. Limited access programs aim to boost the value of the fish, and preserve it, by limiting access to it.
The permitting system eliminated about 30 percent of guides in Southcentral, and around 40 percent of guides in Southeast.
