Police said Charles Fuller, 19, was shot multiple times by men wearing 'dark clothing and ski masks'

A 19-year-old man shot multiple times after being approached by a group of assailants police said were dressed in "dark clothing and ski masks" died in the hospital Sunday evening.

Police identified the victim Monday as Charles Fuller of the 600 Block of Potomac Street.

Officers responded at 6:53 p.m. Sunday to reports of a shooting at E. Baltimore Street and Decker Avenue. Fuller was found by officers lying in front of a residence in the 3000 block of E. Baltimore Street and had been shot in the hip and the back, police said.

Fuller was taken to a local hospital and rushed into surgery but pronounced dead at 8:20 p.m., police said.

I grew up in the city and Im disappointed in what I see. While I admit people have changed, good governing never changes. Our current and future mayors need not look far for answers to our city issues. Look towards the William Donald Schaefer model for inspiration and for direction. If you're mayor, ride through the alleys and streets. Pull out your pen and write down the location of pot holes that you hit instead of letting them get larger. Notice the overgrowth in Chinquapin Park and other parks where you can no longer see the creeks. Allow police to respond and SHOW UP for some of the smaller petty crimes like disturbing the peace and property destruction, which often lead to young perpetrators graduating to larger crimes. Rebuild the community block watch programs and insure that caller identities are NEVER compromised. Only the commissioner and deputy commissioner should have access to block watcher identities and not district commanders. Never view the caller who is persistent about correcting community issues as the problem because they insist an issue be corrected. Gangs are unacceptable. Make them nonexistent. And I hate to say this, but it's needed. Establish an appropriate behavior and manners class in every school to provide kids with the home training they are no longer getting at home. Just these things alone would go a long way to making Baltimore Best!!!
