Comptroller accuses mayor of illegal deal to purchase $659K in video phones: Baltimore Comptroller Joan M. Pratt on Wednesday accused Mayor Stephanie Rawlings-Blake and her former Information Technology Director Rico Singleton of cutting an illegal side deal to install $659,000 worth of high-tech video phones in City Hall offices.
