The budget calls for a 3 percent tuition increase at the University System of Maryland, among the lowest increases in the country, officials said. Tuition rates would be frozen at Morgan State University and St. Mary's College. The budget includes $10 million to help defray the rising cost of higher education and keep tuition low, officials said. Another $10 million is designated for stem cell research. Maryland's historically black colleges would get 5.1 percent more than this year.
