A pollution control device attached to the smokestack of a locomotive is tested at the Union Pacific rail yard in Roseville, Calif. The ports of Los Angeles and Long Beach and their partners have handed out nearly $40 million in the last two years to stimulate the development of similar devices and systems to reduce emissions and fuel consumption.
