Venezuelan home builder Mariano Briceno stands near units of his Yucatan subdivision, a low- and medium-income housing development in Barquisimeto. Unless reversed by the Supreme Court, a recent order by the government of President Hugo Chavez will require Briceno and other builders to make hefty refunds of inflation charges to buyers, only the latest in a series of obstacles the government has put in front of private developers despite a housing shortage.
