Japan debates secret pact

Koji Murata, a political scientist at Doshisha University in Kyoto, Japan, has discussed in his classes the issue of the secret 1969 accord between Tokyo and Washington allowing nuclear-armed U.S. naval vessels to continue docking, despite Japanese laws to the contrary. His personal opinion is that there are times when the government can withhold the truth.
