Ever heard of the Jurmala Riviera? It's a 20-mile chain of beaches on the Gulf of Riga not far from the Latvian capital and touts its mud and mineral water. It was once favored by Communist Party officials, including Leonid Brezhnev and Nikita Khrushchev.
