EPA administrator speaks about greenhouse gas rules

EPA Administrator Gina McCarthy discusses draft greenhouse gas rules for existing power plants. "Nothing we do can threaten reliability," she said at a Washington, D.C., conference hosted by the Bipartisan Policy Center, especially because "in a changing climate, it will be increasingly challenging to maintain a reliable energy supply."
