Gov. Arnold Schwarzenegger in 2006 signed an executive order mandating that all state agencies draft contingency plans to maintain operations amid a major disaster.  If the Capitol Building closes down, state governance will temporarily move to Fresno; if more than 20% of state legislators perish, the governor will appoint replacements; and critical agencies such as the Office of Emergency Services and the state's flood operations center are located away from City Center, on higher, flood-safe ground.
