How does the law work?

Under Obamacare, everyone who files a federal income tax form is required to have insurance. Most employers also have to offer coverage, though the Obama administration delayed penalties for companies with more than 50 full-time workers that don't until 2015. Individuals who choose not to buy insurance also will pay a penalty. Insurance works by pooling the payments of many people to pay for their care. For the reform to work, everyone needs to enroll so that there is a mix of healthy and sick people paying into and using the system.
