Allegany doctor pleads not guilty to sexually assaulting patient

Dr. William Dando pleaded not guilty and is requesting a jury trial on charges he sexually assaulted a female patient at an urgent care center near Cumberland, according to court records updated Monday.

Dando appeared Tuesday in Allegany County Circuit Court and his trial is scheduled for Sept. 13. Neither he nor his attorney, R. Steven Friend of Cumberland, could be reached for comment.

Dando was indicted last month on sex offense charges after a 41-year-old woman told police he inappropriately touched her during an unchaperoned pelvic examination at MedExpress Urgent Care Center in LaVale in April.

The incident prompted the Maryland Board of Physicians to suspend Dando's medical license Friday. The board is scheduled to hold a hearing on Dando's suspension Wednesday.

State health officials separately launched an inspector general investigation into Dando's licensure, given a 1987 rape conviction in Florida on his record. They said Dando disclosed an assault on his licensure application but did not provide further details. The board does not conduct background checks of would-be doctors.

Dando served four years of a 10-year sentence for that crime. He pleaded guilty to following a woman home and raping her at gunpoint after drinking at a strip club.

At some point after he was granted a medical license in Maryland in 1996, he operated a medical practice on Frederick Road in Catonsville. He joined MedExpress in May 2013.

MedExpress said it fired Dando after the incident and is investigating how he was able to pass a criminal background check it had hired a third-party consultant to conduct.
