Arrests in Baltimore for illegal guns often lead to dropped charges or little jail time

Victor Leger of Winchester created the artwork on this week's cover, an oil painting depicting a summer scene on the Farmington River in Barkhamsted. "As a painter, I am instinctually interested with the interaction of light on the environment," he says. "It is my intention to express the natural beauty found, at times only for a fleeting moment, in our surroundings. Through my work I hope to capture and convey the sense of enchantment that these moments create."
