On Monday the state’s gross receipts tax is scheduled to go up, which will cost motorists almost 4 cents more a gallon at the pump; the tax on diesel fuel also goes up. The increase was approved by the General Assembly and signed by Gov. M. Jodi Rell as part of a 2005 law committing $1.3 billion to much-needed improvements in transportation infrastructure, particularly railroads. But Republicans this week have made a push to stop the tax increase, and have started an online petition to that end. Gov. Dannel P. Malloy says the tax increase will happen as scheduled. Should it?
